Abstract
The protection of water bodies from pollution through the provision of infrastructure to address domestic wastewater is strengthened by the National Sewerage and Septage Management Program (NSSMP), prepared by the Department of Public Works and Highways as mandated by the Philippine Clean Water Act of 2004. As approved by the National Economic and Development Authority (NEDA) Board in 2010, the grant allocation or subsidy was 40% to Local Government Units implementing a septage /sewerage project. This subsidy was increased to 50% in 2017, yet, to date only one city has availed of the subsidy.
The Philippine Water Supply and Sanitation Program (PWSSMP, 2019-2030) intends to adopt viability gap financing under a unified resource allocation framework for water and sewerage systems, aside from pursuing key reform agendas. The government’s efforts in accelerating wastewater infrastructure development and addressing challenges like fragmentation in the water and sanitation sector, comprehensive planning, lack of capacity in wastewater management, weak enforcement of regulations, low level of awareness and demand from the public are discussed.
